Music Parents Association By Laws

Article I: Name
This organization shall be known as the Whitefish Bay High School Music Parents Association.

Article II: Objectives
Section 1. To stimulate interest in music at Whitefish Bay High School in cooperation with the music staff.

Section 2. To serve the program and purposes of the Whitefish Bay High School Music Department as requested by the Music Department's personnel with the approval of the Association's Executive Board.

Section 3. To provide monetary awards to qualified music students to be used by them to improve their musical skills.

Section 4. To assist financially, when able, with the music program or facilities in whatever way the High School Music Department recommends and the administration approves, consistent with the policies of the organization.

Article III: Policies
Section 1. This is a service organization devoted to the above objectives and not to be involved in the policy making decisions within the Music Department.

Section 2. The Grant and Senior Award Committees shall follow the rules adopted by the Association's Executive Board.

Section 3. The Association shall utilize the concession privileges granted by the School Board, as explained in their letter of March 1, 1951.

Section 4. The Executive Board shall vote financial assistance only after considering the Directors' requests, the extent of need and educational impact of a program or facility, the direct effect on the music program and ultimate benefit to the majority of students.

Section 5. The Association Secretary shall have available a copy of the By Laws at each meeting of the Association and its Executive Board.

Article IV: Membership and Dues
Section 1. Active membership is open to all parents of students enrolled in the High School Music Department upon payment of dues. Active members are voting members of the Association. Only Active members may serve as officers and chair committees.

Section 2. Associate membership is open to other interested parents and members of the Whitefish Bay school system music faculty upon payment of dues. Associate members are not voting members of the Association.

Section 3. The annual fee for family membership shall be such amount as established by the board prior to the beginning of any school year. (Amended in 4/80)

Section 4. Membership will be accepted at anytime during the school year. However, parents of students who are enrolled in the Music Department during the first semester must be active members of Music Parents Association by December 31st in order for the student to be eligible for a Music Parents Association Grant or Senior Award. Parents of students enrolled in the Music Department during the second semester only must be active members of Music Parents Association by March 1st in order for the student to be eligible for a Grant or Senior Award.

Article V: Officers and Election of Officers
Section 1. The officers of the Association shall be President, Vice President or Co-President, Secretary and Treasurer. All officers must be active members of the association.

Section 2. Officers shall be elected to a term of one year and may be re-elected.

Section 3. A Nominating Committee may be appointed at the discretion of the Executive Board, consisting of three members who shall include at least one Board member. The President shall denote the Chairperson of the Nominating Committee from the three appointed members.

Section 4. The slate of officers shall be ratified by the active members present at the fall General Membership Meeting.

Section 5. A vacancy in office shall be filled by an appointment of the Executive Board.

Article VI: Duties of Officers
Section 1. The President shall preside at all meetings of the Association and of the Executive Board; and shall serve as a member ex-officio on all committees except the Nominating Committee. The President shall appoint the chairs of all standing committees and special committees from the active membership. The President shall perform all other duties usually pertaining to the office.

Section 2. The Vice President, or Co-President, shall perform the duties deemed appropriate by the Executive Board.

Section 3. The Secretary shall keep a correct record of all meetings of the Association and of the Executive Board, and shall perform other duties as delegated.

Section 4. The Treasurer shall receive all monies of the Association, keeping an accurate record of receipts and expenditures; and shall pay out funds only as authorized by the Executive Board. The Treasurer shall present a statement of account at every meeting of the Association; and at other times when requested by the Executive Board. He or she shall make a full report at the fall General Membership Meeting.

Article VII: Meetings of the Association
Section 1. The schedule for general membership meetings shall be set by the Executive Board, with a minimum of one meeting in the fall.

Section 2. Special meetings may be called by the President with the approval of the Executive Board.

Section 3. At a general meeting, fifteen (15) members shall constitute a quorum.

Article VIII: Executive Board
Section 1. The Executive Board shall consist of the elected officers of the Association, the chairs of the standing committees, the past president or Co-Presidents, the chairs of the special committees that are currently active, and the Presidents of the Booster groups for Band, Orchestra and Choir.

Section 2. Standing committees shall consist of membership, hospitality and receptions, publicity, grants, senior awards, concession stand and others that may be formed as needed. There shall be one or two chairpersons for each committee, with the exception of three or four for concession stand.

Section 3. Special committees may be appointed by the President.

Section 4. The duties of the Executive Board shall be:

  • a. To meet quarterly to transact the necessary business in the intervals between Association meetings and such other business as may be referred to it by the Association or other parties.
  • b. To approve plans of work of the standing and special committees
  • c. To present a report at the general meetings
  • d. To approve routine bills and purchases within limits of the Association's financial capabilities
  • e. To meet with the Music Staff to consider requests for service during the school year.
  • f. To arrange for an audit of the Association's accounts to be reported at a general membership meeting.

Section 5. At a meeting of the Executive Board, seven (7) members shall constitute a quorum.

Article IX: By-Laws
The By-laws of the Music Parents Association may be amended by a two-thirds vote of the members present at a general meeting, the amendment having been published at least one week prior to that general meeting.
